You must be logged in under the exact same username account that registered the blog , who is the Admin and who purchased the upgrade for the blog to renew the upgrade.
Clicking this link should display all your blogs registered under the same username, including the hidden ones: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden
If you do not see the blog here http://en.support.wordpress.com/my-blogs/ then
follow this guide > http://en.support.wordpress.com/my-blogs/#my-blogs-dashboard-visibilityIf you have lost your log-in information you can visit https://en.wordpress.com/wp-login.php?action=lostpassword
If required click the “Need More Help” link and complete the form for account recovery.Dashboard > Store > My Upgrades
Dashboard > Store > Billing HistoryProvided you are logged in under the username account that registered the blog and also purchased the upgrade for the blog you ought to be able to update your credit card information on this page > Store > My Upgrades.

I’ve discovered the source of the issue. I have other domains registered with Go Daddy but this particular one was managed by Google Apps for Business.
I’ve since recovered the password for Google Apps and found that the domain was suspended pending updated credit card information. I have since updated that and now have initiated a domain transfer to Go Daddy since that is where I manage all my other domains.
Thanks very much for the reply and sorry for the bother!
Jason
