When I do a complete export the comments and photos are not included. Can you help me?

Hi @bakercreative, here are the export options available:
One includes all of your text-based content with links to your photos.
You can also export the media library, which just includes photos and what not.
Which option are you using? Also, what are you exporting into?

Into another private server. I was told you have to have a paid account to allow all of the images and comments to export together. Is that true? Will this work for a free account?

When I tried to export as a complete file on the import it was missing all of the images and content. How do I fix it?

That file contains all of your content and references the URLs of attached media.
On import, WordPress will download the attached media from the source here: https://wordpress.com/support/export/#export-your-content-to-another-blog-or-platform
Alternatively, you can export the entire media library by itself: https://wordpress.com/support/export/#exporting-the-media-library
However, there is no clean way to import this method, it’s more for archival purposes.
I recommend just using the export file, it’s a much more streamlined import process.
If the site you’re exporting from is currently Private, please make it Public during the import: https://wordpress.com/support/export/#media-from-private-sites
