Export Question–Theme

I am planning to export my blog to another host. Do I need to first export/upload the theme (as in presentation) before exporting the blog itself?
In other words, is it a one or two step process?

I’m assuming that what you mean to do is to export the blog contents from a wordpress.com blog into a wordpress.com template.
The first thing to do before exporting the contents of your wordpress.com blog out into an xml file out is to clean out your spam filter. Next you can upload a theme to wherever your hosted blog is (wp version 2.3) and then import the xml file into it.
