  I have found that there is a ‘plugin’ called aspose doc
  that I can use to export my blog posts into a word document
  to access it
  iam supposed to go to dashboard and open under plugins
  my dashboard does not have a plugin on the side bar

  The blog I need help with is: (visible only to logged in users)

  It sounds like those instructions pertain to a self hosted WordPress site. Plugins are a feature supported on self hosted WordPress sites. These sites are a bit different from what happens here at WordPress.com.
