When you export from a site, it will be downloaded as a .zip file. Extracting it would show a .xml file.
This file can be imported on a new WordPress.com site (or a WordPress.org site too) as mentioned on this page. https://en.support.wordpress.com/import/
Note that only the textual content will be imported from the .xml file. The media files will not be imported from the .xml file. The .xml file only holds references of those files and the old site has to be active/online/running (not deleted) when you are importing the .xml file on a new site.
If the old site is deleted, I am afraid the media files will not be available for importing on the new site.
Does it clarify things for you? Feel free to get back if you have questions.

Hi there,
The .xml file we give you as an export is a machine readable export of your site’s content. It’s meant to be read by other blogging services when you import it there. It’s not meant to be read by people directly on a computer.
