You can find out more about exporting here: http://en.support.wordpress.com/export/. It will be an XML file of all your posts, pages, comments, categories and tags. Your blog isn’t deleted and you can keep using it after you’ve exported it, it will only be deleted if you decide to do so, with the knowledge that the URL can never be reused, as they aren’t recycled.
You can export by going to the Tools -> Export page in your dashboard.

What do you mean by my URL can never be reused? So even if I decide to deleted it, that I can’t come back and then start my blog again using that same URL, that I would have to make a new URL?
-
If you go through with a permanent deletion, the URL cannot be reused, even by you, so you would need to make a new URL. The URL will just come up saying that this blog has been deleted.
A better option is to make the blog private, that way it will still exist, and you can use it later if you choose to do so.

When you export a blog, the old blog content is not deleted. A file is created with all your content, categories, tags, comments, etc., and then downloaded to your computer. The blog you exported from remains just as it was. It is just a way to make a complete copy of all your content.
