exporting and importing

  If I export my entire blog, save it as a .xml file can I import back into a blog address (URL) that was not the original address…or do I have to keep the original, delete all the content and then have a “home” for the imported files to come back to.

  Yes, you can import it to any blog URL or service that accepts WordPress export files. The actual URL of the blog does not need to be the same.

  So I cannot export the file to my desktop, import it back to another WordPress.com blog with a different name than the one it left from?

  No, you can definitely do that. If you have any attached media, please make sure not to delete the original blog until you can confirm that all the media is copied over.
