Exporting themes from WordPress.org to wordpress.com

I am designing a website for a client and I am using wordpress.org and she has a wordpress.com account. Am I able to transfer everything, including the theme to her site, so they look the same?

Unfortunately, you will need to pick a new theme from WordPress.com, which has hundreds of themes, with new ones added weekly. Explore your options in the Theme Showcase.
Your best bet would be to pick a theme that is similar to what your client already has, then customize it to appear similarly.
