Exporting WordPress.com and Importing to WordPress.org error.

  I am attempting to export my website to wordpress.org and the file I get from wordpress.com is empty. I have attempted this download at least twenty times and called my hosting service. The error message I keep getting:
  Import WordPress
  Sorry, there has been an error.
  File is empty. Please upload something more substantial. This error could also be caused by uploads being disabled in your php.ini or by post_max_size being defined as smaller than upload_max_filesize in php.ini.
