What’s the best way to get exposure to my new blog? I’d like to build up a following but don’t know how, once I’ve gone through friends and family, to get the outside world’s attention. Any suggestions would be appreciated. Thank you from this new blogger.

You can also promote your blog in the Showcase and Off-Topic forums. -
Another resource you can use is the wordpress.com global tag pages. You can search there for similar blogs by tag and visit the blogs and leave comments to establish relationships with likeminded bloggers. Here’s an example below. All you need to do is change the last word to a subject you are interested in:
