Why are posts that were published then withdrawn and placed under “pending review visible to external users?

The example URL you gave is not to a post but to an image. Media uploads such as images, videos, and documents are available as soon as they are uploaded if you have the direct link. Posts and pages should only be visible when published.

That make sense
In order to make sure it is not visible do I delete from Library or has it been indexed by search engines and cached?Cameron

If Google indexed the post with the image in it before it was set as pending again it may have cached the image, but if not then there is no reason to think Google would find the image and you should be able to leave them in your Media Library until you are ready to use them.
You can check whether Google has a record of the file by searching for the file URL in the search bar and seeing if it comes up with any results, but you have to make sure you search from the Google homepage, rather than your browser search bar because putting a URL in the search bar of most browsers will take you to that link, rather than actually searching.
