  The only way to use an external theme purchased elsewhere here at WordPress.com is by upgrading to the Business plan. https://wordpress.com/pricing/ Otherwise you choose to activate one of the 380 free or Premium themes found here: https://wordpress.com/themes
  Have you checked if WordPress.com already has the same or similar theme?
