  I downloaded the wp_ezinearticles file I retrieved from WordPress.org, but I can’t upload it to my blog. I’m supposed to be able to upload it to the /wp-content/plugins/ directory which is located under the Dashboard. However, that directory is NOT under the Dashboard.

  Can you please give me detailed instructions on how to correct this issue? I have downloaded a ton of plugins from WordPress.org, but I can’t use them if I can’t get them uploaded. This capability is supposed to allow me to take a post from WordPress and post directly to EzineArticles. I really need this function.

  We cannot use plugins on WordPress.COM. You’d need to buy a domain name, pay a host, and use WordPress.ORG to use plugins.
