Facebook and Twitter Comments Still Enabled?

I am new to WordPress and recently have come across the below which indicates that by default users can choose to post comments through their Facebook, twitter and WordPress accounts or as anonymous.
I realize there has been a tonne of debate as to whether or not this is a good thing. I think that for my purposes it is great, however I do not have it enabled by default? has this feature been dissabled?
