It seems important for businesses to be able to use website visitors for advertising. Facebook has a way to do that called the “Fcebook Custom Audience Pixel.” They say WordPress.com doesn’t support the relevant plug in. My husband and I have a very successful small business for decades now and have never registered a Facebook account so how important are they really? IMHO they aren’t important at all, and it could be that you are just buying into the hype that that data-mining operation spiels.
The plugin you point to is a third-party tracking provider to track eCommerce conversions and there’s next to no chance that it will be introduced here at wordpress.COM.
WordPress.com blogs cannot be equipped for eCommerce transactions unless they have the $299. per year annually renewable Business upgrade. http://store.wordpress.com/plans/business/

You are confusing WordPress.ORG and WordPress.COM. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.

You can hire a web host http://wordpress.org/hosting and move your content into a WordPress.ORG install https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.

It is possible to advertise to website visitors, which could be much more efficient than using other targeting options. I don’t think ecommerce is necessary, but you can use paypal.

You cannot install any plugins on a wordpress.com hosted blog are you clear on that?
