Hi there, CSS is a styling document used by browsers to style and position the elements of a web page and cannot be used to add or change functionality, and cannot be used to add code such as Javascript.
At this time, there is no way to add Facebook Pixel Code to sites at WordPress.com. For more on why we cannot use Javascript here at WordPress.com, see our Code support page.

Hi there, if you wanted to get the WordPress.com Business plan upgrade, you could install plugins. It cannot be done with the WordPress.com Premium Plan.
