Sadly, only sites with the Business Plan can upload custom plugins. However, all sites do get access to some plugins automatically.

What exactly are you trying to do though? WordPress.com does offer some integration with Facebook on all sites, even without the Business Plan: https://en.support.wordpress.com/facebook-integration/

Hi and thank you! What i’m trying to get is an integration between the native comments in the blog and the comments from facebook. I always post a link on facebook on new posts and readers like to comment there too. I wish i could see all the comments on the blog.
Thanks for your help :) -
Yes, that would require a custom plugin, I’m afraid. The closest which could be done is have readers comment directly on your blog using their Facebook account: https://en.support.wordpress.com/facebook-and-twitter-comments/
But I understand that’s not as ideal. I’ve tagged staff to see if they can note your idea of making that plugin available for other sites though. :)

Hi there,
I’m afraid that the kind of functionality you’re looking for can only be achieved with a plugin. Therefore, upgrading to the Business plan is the way to go.

It would be really useful for WordPress to allow a Donate plugin for the personal plan users. I am sure that there are many of us just starting out or even who have been writing for a while who could do with a helping hand for their site costs.

thebossataloeeverybody,
You can use Paypal to set up a donate link/button:

It takes a bit of work, but it will do what you are looking for.
