Unless you have a wordpress.COM site with a Business plan https://wordpress.com/pricing/ you cannot install any plugins in addition to those that are built in to all of our sites. https://en.support.wordpress.com/plugins/
There is no FTP access to wordpress.COM hosted sites.

Can you walk me through the steps you’re taking to get this error?
For example, are you working in the classic, wp-admin, editor or through the new editor? Which browser and version? Or is this happening from the app?
