Failure importing media files

  Moving my hosted site to a new theme, keeping the old one public until the new one is ready. Tried to import the pages and media to the new one. Pages worked fine. All media ones failed. Tried as part of a general export and media alone. Tried with and without checking off file attachment. The media files in question are PDF documents.
