Fake quotes requests

  Hello, I designed a very beginner website for a business owner a few years ago. Recently, he started receiving 100+ quotes from all over the world with links which are probably scams. Is there a way to block them or filter only the genuine quotes requests? This is badly affecting is business as many real messages are lost in the thousands of emails he’s receiving.
