  Thank you for your question about wanting to upload featured images unto your site.

  Kindly note that you do not require permission to upload a featured image. This option is enabled in all of the WordPresss.com Plans.

  To set your feature image, you can do this in the Post Editor or Page Editor, and I have provided the WordPress.com Support document to guide you with the steps.
