Featured Image Size

Hi there,
I’m having a problem with my featured image size. For some reason, the default is 280px x 140px. No matter what I do, I can’t seem to change it. I want it to be 200px x 140px. That’s also the size that I’ve set for my thumbnails in Media Settings. I’ve popped this code into my Child Theme CSS, but to no avail. Can anyone help?
