Featured Image – too small error message

Hello, I am trying to upload a featured image and get an error message the image is too small. I have resized several images to the specified size ( 994 pixles wide and 650 high) and still see the issue. Sometimes the image will show for a few seconds and will then go back to the error message. I have cleared my cookies and cache and have downloaded new Adobe Flash. Thanks
