featured post that does not appear

  hi
  the post that appears at the top (exercice 12) does not have the tag “featured”
  but the post named “Formulaire sur les paraboles” has this tag, thought this post does not appear at the top
  the theme is gazette
  i used to believe that only posts with “featured” tag appear at the top
  but in my case, it does not seem to work this way
  an idea ?
