Feed titles of UTF-8 encoded RSS feeds outputs in non-UTF-8 encoding

  The ‘RSS’ widget outputs UTF-8 content in the feeds perfectly but not the title. e.g. The RSS feed from BBC in Hindi[1] language contains feed title and contents in Devanagari (U+0900 .. U+097F). The feed title (as rendered by WordPress) contains some junk characters, whereas feed content appears to be fine, as displayed in the image[2].
