  You can have a free site if you wish but upgrading to a paid plan means paying in advance for one (or two) years.

  thank you. im just trying to see what my site would look like with products installed etc before i decide whether or not to publish live. i cant seem to find any way of building a site without actually going live

  This is the support forum for sites such as https://bigbluetoaster.wordpress.com/ Is that the site you are working on? WordPress.com sites can be set to private. If you are working on a site using the WordPress.org software then you are asking in the wrong support forum (and would need to install a plugin to make a site private).
