WordPress advertises free sites but as far as I can tell, $50 is the minimum yearly charge. $50 is not free. I do not understand the discrepancy.

If you start to create your site, there are one or two options for free domain names, listed under the recommended domain name. When you are asked to select a plan, there is an option to have a free plan at the top of the page.
You can also publish the site for free. When you go to make your site live, it will ask again if you want to buy a domain name or a plan, but there are options to keep the free domain name and plan.
If you want to try out features of the paid plans, that will require you to upgrade, but WordPress offers a full 30-day refund on all plans if you aren’t happy with it. You can read more about plans here: https://wordpress.com/support/plan-features/I hope this helps!

Where is the ‘free plan at the top of the page’? I have not seen any indication that there is a free plan.

Can you please look at the screenshot and check that, when you arrive at https://wordpress.com/start/plans, you do not see the ‘Not sure yet? Start with a free site’ option?

I’ve just tested out creating a site again, going through My Site > Add New Site. I was putting the old URL to start a site in directly, not going to Add New Site and going through there.
I’ve now gone through making a new site through https://wordpress.com/new. I think this could be the method you’re using.If you go for the free domain option on https://wordpress.com/new/domains, which for me is now the first option, and go through the next steps (design and font) you should have a much more obvious free plan option, at https://wordpress.com/new/plans.
