  I would like to build a new website for http://www.tighr.net which is hosted with BlueHost and then after the site is built transfer the domain. I cannot seem to start building a site without going through the steps of registering or transferring a domain.

  No worries; can you pick a temporary name, like tighrinternational.wordpress.com ? You can always add the real domain later when you’re ready.

  When the new site is ready, connect the domain first:
  https://wordpress.com/support/domains/connect-existing-domain/

  Then you can transfer it.

  But in the meantime, you can set up the site to your liking using a temp domain. Let us know if you need more help!
