File access and database access

  Can i access WP theme file for Customization in code and you are provided database access for changes in table

  The blog I need help with is: (visible only to logged in users)

  Hey proworkdev,

  You’re not allowed to change the PHP code of the WordPress theme. Though if you have a Premium or a Business Plan, you can customize the appearance using the custom CSS.

  And of course, no database access is given.
