File Permission Constantly Changing

Hi, I run a website for my ambulance company, we use WordPress through 1and1. Recently, the wp-config.php file has been changing file permissions to 200, disallowing anyone to gain access to the website.
I get this error:

Fatal error: require_once(): Failed opening required ‘/homepages/32/d299513078/htdocs/clickandbuilds/EastMorichesCommunityAmbulance642481/wp-config.php’ (include_path=’.:/usr/lib/php7.0′) in /homepages/32/d299513078/htdocs/clickandbuilds/EastMorichesCommunityAmbulance642481/wp-load.php on line 39
I fix this by changing the permissions to 644 through filezilla. All the directories are 755 and 644, but the wp-config.php file is the only one that has been changing and the fix through filezilla only lasts about 5 minutes before it changes again.

Sorry for the extra post, but I thought I should add some more info:
All plugins are currently up to date as well as WordPress itself.
I do not have access to the webhost 1and1 anymore, so I can not check what version of php the website is currently running. I figured this may have been an issue from the start, but unfortunately I could not check. -
