File "rtl.css" disrupt site layout?

  THREE questions about the RTL.CSS file: Running a search about the rtl.css file, I learned it is a file for users who write/read right to left depending on language. I have a few questions about this:

  1. I’ve customized style.css – could rtl.css cause conflict and override the style.css settings?

  2. What would be the harm/disadvantages in deleting it? (i don’t like having content I’d never use between my files).

  3.When I read that readers can ‘translate’ my wordpress to a right-left language – Hebrew for example – HOW does THAT work? how do they ‘translate’ the site? I’m curious to see what my site would look like in a right-to-left layout.
