File Upload Plugin

I want to let users of my site be able to upload files and submit them to us via our WordPress Website. There isn’t a way that I’m able to access the plugin page from the dashboard with the black left sidebar, there isn’t a ‘plugin’ section. On the ‘improved editor’, there isn’t a way that I can activate any more plugins than the standard ones that came with the website. I’m just now taking over this website (it’s a .org) and I don’t know what the people did before me, there have been several in charge. How do I get this plugin (https://wordpress.org/plugins/wp-file-upload/) activated?

You are confusing wordpress.COM hosted sites with wordpress.ORG software installs.WordPress.com blogs have built-in plugins only.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. As you are referring to a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
