Finalizing and troubleshooting website

Hello! I am in the final stages of finishing a newly built website and am having issues with two things:
1) slow loading (site is 700MB so not overly large and I have already spoken to bluehost that there is no need to upgrade storage. The biggest issue is that the home page video takes ~10 seconds to buffer and play.
2) What is the easiest way to account for mobile device viewing? I am using the divi theme and have already adjusted mobile settings to be smaller but that hasn’t seemed to help. I have read about uploading the mobile handheld plugin but that changed all of the fonts on my website page. Any ideas?
