Find out who has certain WP url?

hello!
I would like a particular wordpress url but someone has already taken it. They’ve never done anything with it, though, it’s completely blank/unused with the original “just another word press blog” default information on it and i think it’s been that way for quite some time.
Is there a way to send the person a note to find out if they are going to ever use it?
The blog I need help with is: (visible only to logged in users)

Your only choice is to leave a message on the blog and ask if they are willing to transfer it to you. If they respond and say yes, you are good to go. If they say no, then that is pretty much it. If they don’t respond at all, that is it also.
