Finding out if a blog is being used

I’m planning to get back into blogging, and this includes sorting out my various social media platforms to make the handles memorable and consistent. I have the same handle on twitter, tumblr and instagram, and I’m pretty sure that this handle was free on wordpress when I checked a few weeks ago. There is nothing on this blog except a very short ‘about’ section, and, going by the gravatar, the owner seems not to have blogged since 2013 (on a different blog).
I’ve emailed and left a comment, but have had no reply. Can anyone recommend any other ways to find out if the blog is being used, or if it’s a long-dormant one that I missed a few weeks ago?

You cannot register either a username or site that has already been registered.
There is no expiration date on any on .wordpress.com blog urls unused, reserved or otherwise. Unless you can reach the over of the site and have them transfer it to you, you have reached a dead ends. Note that in these cases the blog’s owner rarely responds to comments or to contact information. And, Staff will not breach the privacy policy and provide you with an email address.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

Yeah, I thought that’d be the case – I wouldn’t want the blog to be forcibly taken off them, I just wanted to know if it would be possible for WordPress staff to find out when the site was registered, and when it was last logged into. Would this information be covered by the privacy rules?
I’d assumed that the underlying address would have to be the same as the domain registered, are you saying this isn’t the case?

Just FYI, I’ve now registered the domain (without .wordpress) which I’d assumed I wouldn’t be able to do while someone else owns the equivalent .wordpress address.

Yes. It does not matter what the underlying .wordpress.com sub domain URL is when you are domain mapping. It does not have to match the domain URL. :)
