No. For some blogging is a private affair. If bloggers choose to make their blo urls known they are available and if not then they aren’t. Bloggers can choose to have “private” blogs that are not crawled by search engine spiders. WordPress takes privacy very seriously and the information we give them including our email addresses are not accessible so, your best bet is to contact the person in question directly.
Edit: The wordpress tags page has posted categories and if the blog in question is not “private” you may be able to locate it by the subject matter expressed in the tags. -
You can also use Technorati or Google Blog Search to search for a person’s name. It’s possible they put it right on the blog, in which case the info that it’s their blog is pretty darn public.
But the single best way is to ask them.

It’s more of a privacy issue. It does say in Automattic’s AUP/ToS that they aren’t allowed to provide user information to others. Providing a search of users would be in violation of that.
You can search for their email address as well using Google and the other engines. Some folks post it to their blogs.
