Finding the right plugin for custom header image

WordPress themes all have a header banner image and then the blogposts and widget area comes with sidepanels etc. Then at the bottom is the footer. I need to find a simple plugin that creates the header image for me so that i don’t need to be dependent on finding a theme that does that. I just need the simple theme like “Writer”. And then I want to install a header image plugin for that theme.
Do you know of a plugin like this?

It is not wordpress.ORG support.We have built in plugins here at wordpress.COM. You may be confusing wordpress.ORG software installs on paid hosting with your wordpress.COM hosted blog. They are not the same.
There is no FTP access to wordpress.com blogs and no blogger installed plugin capability. Those exist only on wordpress.ORG software installs and no upgrade alters that reality.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
