Finding The xml-rpc setting

  I need to find this setting on my wordpress site. I have gone under settings and writting, but it is not there. I need to make sure that yhe xml-rpc setting is activated for the traffic app that I am using. can someone please direct me to the place to find the xml-rpc on wordpress?
