Fiore theme upgraded necessary or not?

If I look at live preview w/ patriciasplace.me/ the Fiore theme allows me to change header and background colors but on my dayofgrace.me/ blog I am told I must purchase upgrade to do this. Why two different options on same theme?

The Features are listed in the right hand column and include both a custom header and background – no upgrade required. -

I know what it says. But when I go to dayofgrace.me/ appearance-themes and go to live preview when I click on the colors it says ” this feature is part of Custom Design purchase or exit live preview.” It does not say that on the patriciasplace.me/ appearance-themes I can make changes. Why the difference? Is it just a glitch between WP and me? -

I guess I just don’t understand why one blog would need an upgrade and the other not for the same theme.
