As of 2021, Adobe has ended support for the Flash Player plugin. Flash content, including audio and video, will no longer play back in any version of Chrome or any other browser.

That limits a users ability to compete with websites they create. Surely WordPress could offer something enabling users to use Flash.

Flash got dropped by all browsers because it was unsafe. The fade-out of Flash has been announced since 2017. Flash Player was officially discontinued on 31 December 2020.

“The biggest reason was security. With a huge part of the tech world running Flash, it became a massive target for hackers, forcing Adobe to release updates often to patch problems. It also offered poor performance, causing some users to see full CPU usage when viewing web pages with Flash content.”

Even if wordpress.com would show flash on your site, there is no browser that would show it.
