flat rate shipping not working

  All of a sudden my flat rate shipping doesn’t work. It allows me to select the flat rate shipping, bit for some reason it doesn’t charge anything. What happened? I haven’t even done anything. All of a sudden the flate rate shipping that should be $8.99 for USPS 2 to 4 business day is now not charging the customer. Please help. The website is http://www.poppersandpuffs.biz
