Floating menu

It is strongly recommended to develop a easy to use [beginner level] floating menu plugin with customizable contents separate for separate pages and relative positioning system [sideways or at the top of page].

On WordPress.com, menus are controlled using the Custom Menu settings and no coding knowledge is needed.
The ability to have multiple menus, or different menu locations (horizontal across the top or bottom / in a sidebar / in a flyout menu) are then decided by the Theme designers.
