  I have seen that in several pages:

  Upload the “name” folder to the /wp-content/plugins/ directory

  Where is the directory /wp-content/plugins/ ?

  The site you’re asking about doesn’t seem to be hosted here on wordpress.com. You can not install external plugins here on wordpress.com. You should go to wordpress.org support and ask the same question there.
