Follow button in lower right

  I used to be able to follow other WordPress sites by clicking the ‘Follow’ button that appears in the lower right corner. The last few blogs I’ve tried this with, there’s no follow button. There’s a button with three dots, and when I click it I get a list of options — the name of the blog, get theme, report this content, manage subscriptions, collapse this bar. What happened to ‘follow’? I checked and I’m not already following this site.

  Update: I’ve tried more blogs, and some of them do have the “Follow” button next to the three dots and some don’t. So I’m guessing that the ones that don’t have that option have deliberately turned off the follow capacity for some reason.
