Follow my blog not working

Dear friends in WordPress,
Sorry for this, hope the WordPress administrator can read this. I went to the WordPress support page but their page said that they have only 19 WordPress engineers and have a backlog and could only attend to those who have paid upgrades. Don’t know whom else to send this to.
My concern: I’ve already removed/ deleted the “Follow” widget thru my dashboard, thru Appearance-Widgets, but…there is still a “Follow” pop-out that automatically appears at the blog first page, at the foot of the blog right-hand corner! It doesn’t go away. it’s colored dark-grey with white letters that says “Follow”. I tried changing themes but to no avail, it’s still there. I never asked for a pop-up like this, please help me remove it. If you cannot address this question here, could you kindly tell me whom to email. Thanks.

Hi. I am trying to ADD the follow link to my page but nothing is happening. I have gone to Appearance, Widgets, follow my blog and pressed Save and Close several times but nothing is happening. I actually had th link up at first but now it is gone.
Please help! I feel like I am going in circles!
