If you are asking how to get rid of the “follow” link on your admin bar that’s not possible.

it is a window on top of my content, where visitor can put their adress and follow me.
i do not need that feature and wish to disappear,

To be clear about this you cannot prevent anyone from following a public blog. Are you referring to one of these?

on my ipad i get the bigger version, very big, around a 1/6 of the screen: -
Did you try disabling it by following these instructions?
