Follow Up Comment option

  How do I add an option at the bottom of the comments the commenter is notified about follow-up comments? Example here:
  http://usjamerica.wordpress.com/2009/05/07/the-mutability-of-cultural-legacies/

  No CSS and no nothing: the option is built-in. You just don’t see it in your own blog. Try logging out and check.
