We’re unable to allow users to download Shine On due to our licensing agreement with the artist who made the work used in the theme’s header.

Hi Caroline – appreciate your follow up and clarification.
As that is the case, perhaps the download link on the ShineOn theme showcase page should be removed. It’s still visible to logged out users. Thanks.

I’m not able to see the download link when visiting the theme’s showcase page. Can you let me know the specific URL for the page you can see the download link on as well as the steps you took to get there? I’ll see if I can replicate!

Hi Siobhan-Log out or open a Private browsing window and then look at the bottom of the sidebar: https://wordpress.com/themes/shine-on/
It currently says “Login to WordPress.com to download Shine On for your self-hosted WordPress site.”
