Follower of my bog is a spammer, what can I do?

The following site (http://reachingutopia.com/) is following my blog which makes me uneasy as I believe this site to be a spammer.
Reason is: The culprit site that links from a wordpress.com URL is promising people can make money by blogging by just signing up and get rich quick.
I have tried all means within the wordpress.com settings menu to delete or block this follower but cannot find a way to do this.

We cannot block or delete subscribers from public blogs. Everyone on the internet can view and follow any public blog. That is in fact what the public designation means.

Note that you have complete control over everything that’s posted to your blog. You don’t have to post any comment on your blog. Delete troll posts and mark only spam as spam.

The URL you posted above is NOT a free hosted WordPress.com blog.

If the site is a WordPress.COM blog that is breaking the Terms of Service (get rich quick with no work is one violation) you can report them as Spam and they will be taken down – while logged in – visit site and on left side where there is the name in the top bar – mouse over the name and click on the Report option and follow the instructions

I have checked for my personal validation that the culprit site is linked from a wordpress.com blog in the following way: Type into any browser: (http://reachingutopia.wordpress.com/) and the page that comes up is the culprit site. Please try it for yourself to validate my complaint. If the page that gets retuned was to remain as wordpress.com domain then I could mouse over it’s name in the top bar and click on Report. However I can not do this as it links to a domain extension (http://reachingutopia.com) which URL flashes up into the browser bar so quickly that the wordpress.com reference disappears within a split second. It is very clever, but also very disruptive as I am convinced culprit site is a WordPress.COM blog. I am not a computing expert but the site may be using a proxy or extension and is posing as a free hosted WordPress.COM blog.

They are using either domain mapping or a site redirect to send traffic to their get rich quick site – the name servers are not to WordPress.COM
I don’t know what the TOS rules are for that type of an event – maybe @TT has a thought –

There was something I didn’t understand: “maybe @TT has a thought”; is “@TT” a web based service, something on Twitter or here in WordPress.com??

@TT is my shorthand to referring to timethief who posted an answer earlier in this thread – sorry about the confusion – the blog linked to her name has all sorts of tips on how to be a better blogger – she has been helping in the forums for something like 7 years
