Hi there, when I visited your site in a Private browsing window and clicked on the “follow” widget in your sidebar, I got a pop-up window with a WordPress.com log in page.
However, when logged in, I also got the blank window and looking at the list of my Followed sites in the Reader, your site does not appear there.
I’ve flagged your thread for Staff attention. Thanks for your patience while they get back to you.

I tried this out on a test site, but I was not able to replicate the issue. We did at one time have a standalone “classic” widget for the follow button, and that was retired, but we might not have considered the fact that there is a block that offers the same button.
On my test site I can confirm the button worked for be when I was logged in (under an unrelated account) and when I was logged out. From that standpoint the button seems to be working correctly.
It’s possible that the issue was site-specific, but I see @eisaacs6 has removed that button so I’m not able to see how they set it up, so I’m not able to determine if they were using the classic widget (the site is old enough that this is a possibility) or if it was using the Follow Button block shown in your screenshot. We’ll keep our eyes peeled in case it comes up again. For now I can confirm the follow button block is not retired, just the classic widget of the same name.
